The principal objective is to provide a good structure and technological infrastructure according to the dignity of all the beneficiaries of this program.
Managerial organization
In order to guarantee an efficient action the Library will have to have a very good administrative organization with the participation of their parents, which will be obtained through as following:

Agreements with National and International organizations and colleges.

Use of a particular software to allow the computer science relations to the Libraries and to have with a referential data base to pursuit an evaluation of the educative yield levels.

Implementation of management indicators by means of which evaluation systems will be settled down.

 Academic instruction
The academic skill has the principal objective to design an application of a new and permanent academic instruction. The intention is to give to the students and to the technical personnel who give the support to the library the necessary capacity to optimize its operation.
Marketing
This component is directed to promote the creation of new library centers, supported by the public and by the private sector.
It will include the design of marketing material thinking on the different communities.
The library will have a web page, which will have all the information related to its function.
